Richard G. Vicens
President and Chief Executive Officer
Rick Vicens has served as the President of Olympus Power since its establishment in January 2007. Mr. Vicens has extensive experience in sourcing and closing mergers and acquisitions transactions in the independent power industry as well as raising capital for a diverse range of domestic and international energy projects. In addition, he has managed the successful turn-around of a number of independent power facilities. Prior to Olympus, from 2000 until its sale to an affiliate of Bear Stearns in January 2007, Mr. Vicens served as the Senior Vice President of Delta Power Company, LLC with responsibility for managing the company’s business development and financing efforts. At its peak, Delta Power owned interests in 26 operating power plants across the U.S, with over $3 billion of assets and the responsibility for operating over 3000 MW of electricity generation. Prior to joining Delta Power, Mr. Vicens was Managing Director, Project Finance & Risk Management for MCN Energy Group, a diversified mid-western energy company based in Michigan (now owned by DTE Energy). AT MCN he was charged with structuring and closing non-recourse debt financing for independent power projects and natural gas pipelines while also managing the company’s risk management framework for MCN’s natural gas trading subsidiary. Prior to MCN, Mr. Vicens served as Financial Manager for Amoco Corporation, and prior to that, was a Finance Associate at Salomon Smith Barney, where he provided transaction support for numerous public debt offerings. Mr. Vicens presently serves on the boards of several independent power companies. He holds a Master of Business Administration in Finance and Accounting from the University of Chicago and a Bachelor of Science in Chemical Engineering from Bucknell University.
VINCENT J. BRISINI
Director of Environmental Affairs
Vince Brisini has served as the Director of Environmental Affairs for Olympus Power since January 2015. Mr. Brisini has extensive experience in environmental matters as they relate to electrical generation and other industries. During his tenure with Olympus, Mr. Brisini has overseen environmental diligence with respect to the acquisition of new Olympus projects and ongoing environmental compliance issues at its operating facilities. He has also served as an expert witness on regulatory and legislative matters in testimony before the U.S. House of Representative Committee on Energy & Commerce and the Pennsylvania House and Senate Environmental Resources and Energy Committees.
From 2011 through January 2015, Mr. Brisini served as the Deputy Secretary for the Office of Waste, Air, Radiation and Remediation for the Pennsylvania Department of Environmental Protection. In that role he oversaw the development of policies relating to those programs for implementation across the Commonwealth.
From 1977 through 2010 Mr. Brisini worked for the Pennsylvania Electric Company (PENELEC) and its successor companies. During that time, with increasing levels of responsibility, he developed and managed various environmental technical programs, including siting, installing and operating an ambient air monitoring network in the proximity of seven different power plants, developing the continuous emissions monitoring systems program, the source emissions testing performance and management program, the emissions testing and emissions monitoring program associated with the Homer City Innovative Technology Waiver, and the NPDES sampling and analysis data quality assurance program. Mr. Brisini also oversaw the development and submission of air and water permits for new and existing power plants, and the quality assurance of all environmental monitoring data. He was ultimately responsible for all air quality matters relating to 10 Gigawatts of installed capacity including coal, natural gas and fuel oil-fired generation. Mr. Brisini was also engaged in a variety of government affairs and environmental policy matters, and the development and submission of comments to proposed state and federal regulations on behalf of PENELEC, General Public Utilities (GPU) and their successor companies.

Dustin R. Burkhard
Regional Director of Asset Management
Dustin Burkhard has over 15 years of management and leadership experience in the electric power industry. His experience in the power industry has covered many disciplines including Natural Gas, Wind, Waste Coal, Coal, and Biomass.
At Olympus Power, Mr. Burkhard is currently responsible for managing the assets throughout the East Coast and assisting the business development team in the evaluation of possible acquisitions for Olympus.
Mr. Burkhard started his power industry career at the Delta Person facility, a GE 7FA combustion turbine site in Albuquerque NM as an Instrument and Control technician. During Mr. Burkhard’s time there he transitioned to the Plant Manager of that facility. The facility in NM was sold to the local utility and Mr. Burkhard moved to Pennsylvania with Olympus to take on a Plant Engineer position at the Panther Creek waste coal facility. Since that time Mr. Burkhard has also worked within the Olympus fleet as an Operation Manager, Project Manager, Asset Manager, and General Manager at multiple facilities as needed.
Robert Dixon
Director of Information Technology
Robert Dixon has more than thirty years of experience in the Information Technology industry, focusing on project management, system implementations and acquisition integrations.
At Olympus Power, Mr. Dixon designs, develops and manages the Information Technology infrastructure. He is responsible for WAN/LAN installations, Email and VOIP implementations, accounting system integrations, network security, web development and application support. His experience in the power industry includes NERC CIP compliance, implementation of plant maintenance management systems (Maximo, Mainsaver, MVP One and MP2) support for Continuous Emission Monitoring Systems (Stack Vision and Vim) and their integration with other plant information systems (PI & DCS) .
Prior to joining Olympus Power, Mr Dixon was the Manager of Information Technology for Olympus’s predecessor entity, Delta Power Company, where he managed the IT infrastructure for twenty five locations throughout the U.S.
Prior to Delta Power, Mr. Dixon was the Information Technology Manager for United American Energy, where he was responsible for the planning, coordinating, designing and managing of all its Information Technology operations.
Mr. Dixon holds a Master of Science degree in Information Systems from Marist College and a Bachelor of Science degree in Business Administration from the State University of New York at Oneonta.
Anthony V. Harrington
Managing Director
Anthony Harrington has over forty years of experience in the power generation industry focusing primarily in business development, acquisitions, and project management and engineering. He has worked in the domestic and international markets on commercial development projects. Currently his emphasis is on waste coal, wind, and biomass investments and operations.
Since Olympus Powers inception, Mr. Harrington’s responsibilities have included deal origination and valuation for power assets; asset management, including the identification and implementation of strategies that optimize investments; and executing various transactions in connection with the company’s operating assets.
Prior to joining the Olympus team, Mr. Harrington worked for the Foster Wheeler Corporation for sixteen years holding commercial and engineering positions in the equipment group. During his tenure at Foster Wheeler, he worked as a commercial development manager and was responsible for the development of domestic and international build-own-operate projects. Foster Wheeler is known as one of the world’s leading suppliers of utility steam generation equipment.
Mr. Harrington received his Bachelor of Science in Mechanical Engineering from Rutgers University.
Sean P. Lane
Executive Vice President - Governmental Affairs, General Counsel & Secretary
Sean Lane has served as the Executive Vice President - Governmental Affairs, General Counsel and Secretary of Olympus Power, LLC since its establishment in January 2007. He has served as a Managing Member of Kinsale Advisors, LLC since January 2003, providing legal, business and risk management advisory services to companies and investors in the energy, environmental, and technology industries including Olympus Power (and its predecessor Delta Power Company, LLC), Petro-Chem Development Co. Inc., and Quadlogic Controls Corporation. From 2006 through 2012 Mr. Lane served as a member of the Board of Directors of Ram Energy Resources, Inc. (NASDAQ: RAME), an independent oil and natural gas company engaged in the acquisition, development, exploitation, exploration and production of oil and natural gas properties and the marketing of natural gas and crude oil. From May 1999 through December 2002 Mr. Lane was the Executive Vice President, Chief Administrative Officer, General Counsel, and a Director of beenz.com inc. a global, internet currency business. Mr. Lane served as a Managing Director of Liberty Power Investments, LLC and its predecessors and affiliates, an emerging markets focused electric power project development, finance and acquisition firm from December 1992 through May 1999. Mr. Lane has also served as an executive of Compañía Boliviana de Energía Eléctrica, S.A. (NYSE: BLP), the leading Bolivian electric utility, as well as The Henley Group, Inc. (NASDAQ: HENG), Henley Properties, Inc. (NASDAQ: HENP), Wheelabrator Technologies, Inc. (NYSE: WTI), Catalyst Energy Corporation (NYSE: CE), and Catalyst Thermal Energy Corporation (NASDAQ: CETH), each with significant investments in US or international electricity generation and environmental remediation projects or companies. Previously Mr. Lane was an attorney with the law firm of Brown & Wood (currently Sidley Austin LLP). Prior to joining Brown & Wood, Mr. Lane worked as a legislative assistant on the staff of the Merchant Marine Subcommittee of the United States Senate Committee on Commerce, Science and Transportation and with the Special Trials Unit of the Law Department of The City of New York. Mr. Lane received his J.D. from Georgetown University Law Center and a B.A. in Political Economy and History from Fordham University.
Philip McCartin
Director of Tax and Risk Management
Phil McCartin has over 22 years of experience in Partnership and Corporate Tax Planning and Tax Compliance. In addition, he has over 22 years of Insurance and Risk Management experience in the Independent Power Industry.
At Olympus, he is responsible for tax planning and structuring for new acquisitions and divestitures transactions as well as tax compliance. In addition, he is responsible for managing the Olympus Power and affiliates' insurance program including annual program renewals, administration and claims management.
Prior to joining Olympus, Mr. McCartin was the Director of Taxes and Risk Management for United American Energy an Independent Power Producer.
Mr. McCartin holds a Bachelor of Science in Accounting from Northeastern University, an MBA in Finance from Iona University and is a Certified Public Accountant.
Tammy Mikalouskas
VP of HR & Administration
Tammy Mikalouskas is currently responsible for all human resource functions for Olympus Power and its affiliates. Her areas of responsibility include benefits, compensation, employee relations, payroll, recruitment and staffing, and HRIS as well as office administration.
Prior to joining Olympus Power, she was the Human Resource Manager for Olympus’s predecessor entity, Delta Power Company, where she was responsible for overseeing the development, implementation and coordination of policies, programs and daily operations within the human resources department. In addition, she partnered with its operating services management team to direct, administer and coordinate the activities of the organization's 300 employees.
Prior to Delta Power, Mrs. Mikalouskas worked within the human resource department for United American Energy.
Mrs. Mikalouskas was educated at Montclair State College and obtained her Professional in Human Resources Designation from SHRM. She is a member of the Society for Human Resource Management (SHRM) and the Morris County SHRM Chapter.
Michael F. O'Donnell
Senior Advisor
Michael O’Donnell has over forty-two years in the electric power industry. His experience covers a broad range of disciplines, including hands-on power plant operations and maintenance; field engineering, project management, and asset management. His professional experience covers both the regulated and independent power producers. His background includes Nuclear, Hydro, Coal, Bio-Mass, and Gas Turbines as well as conventional gas and oil plants.
At Olympus Power, Mr. O’Donnell is responsible for managing both the Operations and Maintenance teams at each of its power plants. Prior to joining Olympus, he was a Plant Consultant Specialist at LS Power LLC, performing Best Practice Reviews at various plants.
Prior to that, Mr. O’Donnell worked 36 years at Consolidated Edison. This included over 25 years as a Plant Manager at the majority of Con Edison’s fossil plants as well as Indian Point Nuclear Plant. At the Nuclear Plant, he was assigned as the lead staff member to the Senior Vice President of the Site Assessor Group which oversaw the Construction and Central Maintenance Departments. This assignment was performed during two extended fuel outages that covered a thirteen month time period. Mr. O’Donnell personally uncovered a design fault in the GE design of the VC fan cooler safety system that would allow contaminated river water to flow back from containment without passing by the radiation monitors during a nuclear incident within containment. Mr. O’Donnell also held the position of General Manager of the Central Maintenance Group and the Central Maintenance Shop. In that function, Mike spent four months repowering the lower Manhattan area after the WTC incident. His group also built the new substation at the WTC to replace the substation that was destroyed when the buildings collapsed.
Mr. O’Donnell graduated from the United States Merchant Marine Academy with a Bachelor of Engineering Degree. He holds a Master of Engineering Degree in Mechanical Engineering from New York Polytechnic Institute and a Masters of Business Administration from Pace University. Mike also completed the Financial Program in Utility Accounting from Michigan University.
Mike also held a United States Coast Guard Marine Engineering License as well as a New York City High Pressure Stationary Engineering License.
Roy Ott
Vice President-Finance
Roy Ott presides over the controllership function for Olympus Power. He has over 20 years of experience in public and private accounting, including extensive experience in SEC reporting, due diligence, internal controls and auditing. Mr. Ott has held various corporate accounting and managerial roles in the pharmaceutical, telecommunications and media industries. Mr. Ott started his career at Arthur Andersen LLP as an external auditor.
Mr. Ott holds a Master of Business Administration in Finance from New York University and a Bachelor of Business Administration in Accounting from the University of Notre Dame.
Mr. Ott is a Certified Public Accountant (CPA) and a Certified Management Accountant (CMA).
Cooper Schieffelin
Managing Director – Head of Business Development
Cooper Schieffelin is responsible for all aspects of business development including originating, structuring and closing acquisitions in the power generation sector. Cooper is also responsible for arranging non-recourse debt and equity financing supporting Olympus’s acquisitions. Cooper serves on the Investment Committee of Orca Acquisitions, LLC, a joint venture with ArcLight Capital Partners.
Prior to joining Olympus in 2008, Mr. Schieffelin worked as a Director in the Black River Clean Energy Investment Fund. Black River Asset Management was an investment firm wholly owned by Cargill with approximately $10 billion in assets under management. While at Black River, Mr. Schieffelin sourced and closed investments throughout the solar, environmental sciences, biomass, water and climate change sectors, focusing on mid to late-stage cleantech investments in pre-IPO companies as well as selected small-cap public companies. Mr. Schieffelin served on the Board of Verdeo Group and was as an Observer to the Sun Edison and Sopogy Boards while at Black River.
Prior to Black River, Mr. Schieffelin worked as Director of Business Development for Delta Power Company. Mr. Schieffelin previously worked as a Manager of Structured Finance for PSEG Global, an unregulated subsidiary of PSE&G, focusing on international M&A opportunities in the power generation and electric distribution sectors. While at PSEG Global, Mr. Schieffelin successfully led a $100 MM local bond placement in Peru related to a 220 MW hydro electric generation portfolio as well as several non-recourse debt financings in Chile. Mr. Schieffelin started his career at Atlantis Water Fund, a water-focused private equity fund co-sponsored by Poseidon Resources in Stamford, Connecticut.
Mr. Schieffelin holds a Bachelor of Arts degree from Wesleyan University.
TODD SHIRLEY
Regional Director of Asset Management
Todd Shirley has over thirty two years of electric power experience covering a broad range of disciplines, including hands on power plant O&M experience, design engineering, project development and asset management. His professional experience includes various assignments at a number of independent power facilities with a focus in plant operations and commercial management, asset management and project finance. US power plant experience include operations in CA, FL, ID, OH, MS, NV, PA and WV. Technical experience supporting coal, waste coal and biomass, pet coke, natural gas and solar facilities utilizing gas turbines, steam turbines, pulverized coal boilers, circulating fluid bed boilers, stoker boilers. and steam chillers. Technical skills include experience with Operations and Optimization Initiatives, Environmental, Health and Safety, Commercial Management with Budget Modeling and Project Finance experience with Tax Exempt Bonds, Taxable Bonds and Term Loans.
At Olympus, Mr. Shirley is responsible for managing overall Asset Management for multiple facilities which currently includes Walleye and Burney. Prior to joining Olympus Power, he served as Projects General Manager with Power Plant Management Services and an Asset Manager at Cogentrix Energy. Prior to that his experience includes:
From 1990 until 2002, Mr. Shirley served in various roles including Plant Manager of the Orlando Cogen facility with Air Products and Chemicals Inc and later El Paso Energy. He was assigned a number of O&M roles and responsibilities including acquisition transition during the sale of the Orlando Cogen facility from Air Products to El Paso Energy. From 2003 to 2005 Mr. Shirley accepted a role as O&M Manager for the Red Hills Power Stations with Tractabel. During this assignment Mr. Shirley lead the Red Hills Operations team and assisted with the commercial optimization during a post start-up period. From 2005 to 2007 Mr. Shirley returned to Orlando Cogen as Plant Manager for the Northern Star Generation Services. During this time he lead the planning and execution of a Combustion Turbine, Steam Turbine and Generator Major Outages. During 2007 Mr. Shirley transitioned to an Asset Management role with Cogentrix Energy and remained with a portfolio of plants which later transitioned into the role of Projects General Manager with Power Plant Management Services.
Mr. Shirley graduated from Penn State University with a BS in Mechanical Engineering.
SHAWN E. SMITH
Director of Operations and Maintenance
Shawn Smith has over 30 years of management and leadership experience in the electric power industry. His skills cover a broad range of disciplines, including hands-on power plant operations and maintenance, project management, and human performance improvement. His professional experience covers both the regulated utility and independent power production industries. His background includes Nuclear, Coal, and Natural Gas - fired Turbines.
At Olympus Power, Mr. Smith is responsible for managing the Operations and Maintenance teams at each of its power plants. Mr. Smith first joined Olympus in 2015 and has served as the Plant Manager at the 80MW Panther Creek Power facility in Nesquehoning, PA and the 154 MW Bayshore cogeneration facility in Toledo, Ohio. Between those assignments Mr. Smith Served as the Assistant Plant Manager at First Energy’s 3830 MW Bruce Mansfield Station coal-fired power plant. Mr. Smith also served as the interim transition plant manager at the Scrubgrass facility in Kennerdell, PA.
In 2010, Mr. Smith joined PacifiCorp at its 190 MW Carbon Power Plant near Helper, Utah as the Plant Director. While there he instituted a successful Human Performance Improvement program. In 2012 he was transferred to the 448 MW Naughton coal-fired power station operated by PacifiCorp near Kemmerer, Wyoming. There he served as the Managing Director of the Naughton facility and was asked to lead a team to implement a Human Performance program throughout the PacifiCorp fleet of power generation facilities.
From 2000-2010, he was the Operations Manager at the Cheswick Station, a 585 MW pulverized coal station. There he led a team to improve unit flexibility, increase the unit ramp rate from 2 MW/min to 10 MW/min and reducing minimum load from 265 MW to 100 MW. This led to significant improvements in regulation revenue and reduced operating cost during low-priced off-peak hours.
From 1993 through 2000, he worked as an Operator and Shift Supervisor for Ultrasystems / Constellation Operating Services during which time he was on the commissioning crew at the Roanoke Valley Energy Facility, a 240 MW coal-fired power station near Weldon, North Carolina and the Gregory Cogeneration Plant, a 393 MW combined cycle plant in Corpus Christi, Texas.
From 1984 through 1993, Mr. Smith served in the US Navy as a nuclear trained Machinist Mate. Following his training he was assigned to the commissioning crew on the USS Oklahoma City, SSN-723, where he qualified as an Engineering Watch Supervisor. Following that assignment, he transferred to the USS Puget Sound, AD-38 and worked as a Nuclear Planner and Nuclear Repair Coordinator.
Edward L. Tirrell
Managing Director
Ed Tirrell joined Olympus Power in 2007 and is based in Austin, Texas. He concentrates his efforts on asset acquisition and development projects.
Before joining Olympus Power, Mr. Tirrell was a founding partner of SCCOT Financial Group, an advisory and investment company involved in the electric and water utility space.
Mr. Tirrell began his career at Smith Barney. He was a Managing Director in the Public Finance Department primarily focused on utility finance.
Mr. Tirrell holds a Bachelor of Arts degree from Villanova University.
